Независимое ведомство [ independent agency], занимающееся расследованием деятельности, которая запрещена законами о государственной службе [ civil service]. Выступает в качестве стороны в конфликтах с Советом по защите системы заслуг [ Merit Systems Protection Board]. Создано в 1979.
